Remember, organizations or businesses can be authors of webpages so look for the sponsoring organization before you conclude there is no author.

In this case, if you look at the bottom of the page you will see that the National Endowment for Financial Education is the organization behind this webpage so you should use National Endowment for Financial Education as the author.

If you cannot find any author at all, then use the title in the author position.

If you don't find an author, seriously question whether or not you should use this source.  Don't use a source whose author you cannot find unless it is from a reliable new source such as CNN.
